The World Bank has clarified that Anambra State did not indicate interest in joining its 2024 Hope-Governance Programme, countering reports the state government described as misleading, which claimed that Anambra was denied access to the loan facility because it failed to meet performance benchmarks.
According to the bank’s Implementation Status & Results Report on Nigeria Hope-Governance (P181476), dated July 7, 2025, 35 states and the Federal Capital Territory signified their intention to participate in the initiative, while Anambra State did not indicate interest in taking part.
The report made no reference to any disqualification or unmet benchmarks, noting instead that engagement with the bank was limited to states that expressed interest and sought guidance.
In a statement, Chief Press Secretary to Governor Chukwuma Soludo, Christian Aburime, said: “Anambra’s non-participation was a deliberate administrative decision, not a penalty.
“Anambra State government under Governor Chukwuma Charles Soludo, evaluates every programme against its priorities and fiscal timelines before committing.”
Aburime further stated that the state government is completing its due diligence process and maintaining discussions with the World Bank. He maintained that Anambra State would not hesitate to participate in any progressive programme or policy that aligns with its priorities, either now or in the future.
