A second-half header from substitute Richarlison briefly raised hopes of a comeback, but first-half strikes from Harry Wilson and Alex Iwobi condemned Spurs to a 10th straight top-flight game without a win.
Still without a league victory in 2026, Tottenham sit 16th, just four points clear of the relegation zone with 10 matches remaining. The defeat at Craven Cottage underlines the scale of the task facing new head coach Igor Tudor, who has become only the second Spurs manager to lose his opening two Premier League matches.
Meanwhile, Fulham continue to thrive under Marco Silva. Consecutive victories have lifted the Cottagers to ninth place, keeping them firmly in contention for European qualification.
Fulham might have secured a more convincing margin had Emile Smith Rowe converted two excellent second-half chances. Instead, they endured a tense finale after Richarlison nodded home in the 66th minute.
