The Congolese defender fired the ball past Andre Onana in the 91st minute following a corner.
The victory puts DR Congo within reach of their first World Cup appearance since 1974 — when the nation competed under the name Zaire.
Earlier in the day, Nigeria booked their place in the final with a commanding 4-1 win over Gabon in the opening semi-final.
Victor Osimhen netted a brace, while Chidera Ejuke and Akor Adams each added a goal as Nigeria overpowered their opponents in extra time.
The final will be played on Sunday at the Moulay Hassan Stadium in Rabat.
The winner will secure Africa’s sole ticket to the intercontinental playoff.
