Albania unveils first AI Government Minister

Albanian Prime Minister Edi Rama announced on Thursday that he had appointed the world’s first AI-generated government minister to oversee public tenders, vowing it would make the process “corruption-free.”

Presenting his new cabinet to the Socialist Party after a decisive May election win, Rama introduced the virtual minister, named “Diella” — meaning “sun” in Albanian.

“Diella is the first cabinet member who is not physically present but virtually created by artificial intelligence,” Rama said. He explained that Diella would manage all tender decisions to ensure 100 per cent transparency and eliminate corruption.

Launched in January, Diella initially served as a virtual assistant on the e-Albania platform, helping citizens access documents and services. It has since issued 36,600 digital documents and supported nearly 1,000 services.

Rama, beginning his fourth term, will soon present his cabinet to parliament. Tackling corruption remains central to Albania’s EU membership bid, which Rama hopes to achieve by 2030.
