Lagos introduces exams, CBT for senior officers’ promotion

The Lagos State Government has rolled out a new formal evaluation system for senior officers in parastatal organisations as part of its 2026 promotion exercise, signalling a major change in how promotions are determined within that segment of the public service.

The newly introduced Structured Evaluation Assessment Programme (SEAP), being implemented for the first time, requires officers on Grade Levels 12–16 in parastatals to undergo written examinations and computer-based tests before qualifying for promotion.

“The Structured Evaluation Assessment Programme, which is being introduced, includes written examinations and computer-based tests and marks the first formal assessment for officers on Grade Levels 12–16 as part of promotion requirements,” the statement read.

The state government explained that the initiative reflects its commitment to a merit-based system, where advancement is based on competence, skill development and performance, rather than just years of service.

Currently, 388 officers are participating in the exercise, which is taking place at the Public Service Staff Development Centre in Magodo and the Women Development Centre in Agege.

The Commissioner for Establishments and Training, Afolabi Ayantayo, who supervised the process, described SEAP as a key part of the government’s wider workforce reform agenda.

He encouraged participants to take the assessment seriously and approach it with a sense of responsibility.

Also present during the monitoring, the Permanent Secretary in the ministry, Olubusola Abidakun, expressed satisfaction with the organisation of the exercise and the readiness of participants.

“She reaffirmed the ministry’s commitment to sustaining reforms that enhance productivity in the public service,” the statement added.

The assessment exercise, which commenced on Tuesday, is expected to continue through the week and into the following week.
