Lagos issues order to regulate electricity market operations

The Lagos State Electricity Regulatory Commission (LASERC) has officially issued Order No. LASERC ORDER/001/2025, establishing the regulatory framework for electricity market operations within Lagos State.

This landmark order signifies the formal conclusion of the transitional phase transferring regulatory oversight from the Nigerian Electricity Regulatory Commission (NERC) to LASERC, in accordance with the Electricity Act 2023 and the Lagos State Electricity Law 2024.

Effective immediately, the order prohibits individuals and entities from engaging in regulated electricity activities within Lagos State without obtaining a valid license or permit from LASERC.

The commission stressed that holding a license from any other regulatory authority does not exempt violators from penalties under the new framework.

All unlicensed operators are required to cease regulated activities immediately and apply for the appropriate license through LASERC. Failure to comply will attract penalties, including fines of at least N20 million, with an additional N20,000 imposed for each day of continued violation.

Entities uncertain about their regulatory obligations are encouraged to seek official clarification from LASERC.

The order also affirms the continued applicability of existing national regulatory instruments — including tariff guidelines, grid codes, safety standards, and metering regulations — as binding on all electricity licensees operating within Lagos State, pending any amendment or further directive from the Commission.
