The Nigerian Civil Aviation Authority (NCAA) has imposed a N15 million fine on RwandAir for breaching consumer protection regulations.
Michael Achimugu, the NCAA’s director of public affairs and consumer protection, disclosed the sanction in a post on X on Friday, saying the airline failed to resolve a passenger’s baggage complaint within the required timeframe.
“The NCAA has sanctioned Rwand Air for consumer protection-related infractions,” Achimugu said.
“The airline has been fined a sum of FIFTEEN MILLION NAIRA for its failure to resolve a baggage issue within stipulated timeframe.”
Beyond the financial penalty, the NCAA ordered RwandAir to replace the passenger’s damaged luggage and pay $170 in first-need compensation, in accordance with Part 19 of the NCAA Regulations 2023.
The latest sanction comes after the aviation regulator warned on February 11, 2025, that more airlines would face penalties for continued violations of consumer protection regulations.
The authority’s announcement also comes more than a month after it sanctioned five airlines over similar breaches.
In December 2024, the NCAA penalised Air Peace, Ethiopian Airlines, Arik Air, Aero Contractors and Royal Air Maroc for different violations of Part 19 of the NCAA Regulations 2023.
The breaches included delays in processing passenger refunds, failure to respond to NCAA directives, missing and mishandled luggage, short-landed baggage, as well as problems involving flight delays and cancellations.
The NCAA had also fined Saudi Airlines N6 million over consumer protection violations.
According to the authority, the penalty followed the airline’s failure to resolve several outstanding complaints and comply with NCAA determinations despite being granted additional time to address the issues.
