Edo State Governor, Monday Okpebholo, has appointed Dr. Cyril Adams Oshiomhole as the Commissioner for Health.
Barrister Musa Ikhilor has also been appointed as Secretary to the State Government (SSG), and Honourable Samson Osagie as the Attorney General and Commissioner for Justice.
This announcement was made in a statement on Tuesday by Fred Itua, the Chief Press Secretary to the Edo State Governor.
“The nominations of Osagie and Oshiomhole will be confirmed by the Edo State House of Assembly once Governor Okpebholo forwards them,” the statement noted.
Profile of Edo’s New SSG
Musa Ikhilor was born on 6th August 1980 at the University of Benin Teaching Hospital, Benin City, Edo State. He attended Ahmadu Bello University, Zaria, obtaining an LL.B in 2008 (Second Class Upper Division) and completed his B.L. at the Nigerian Law School in 2009 with the same distinction. In 2017, Ikhilor returned to Ahmadu Bello University to pursue a Master’s degree in Telecommunications Law (LL.M).
With over 11 years of experience in legislative drafting, parliamentary administration, and governance issues, Ikhilor has served in various roles at the National Assembly. In 2019, he was appointed as a consultant to the Federal House of Representatives for the review of Nigeria’s 1999 Constitution, focusing on gender equity, human rights, and governmental transparency.
In the same year, he became Senior Special Assistant and later Special Adviser to the Deputy Speaker of the House of Representatives, who also held the position of 1st Deputy Speaker of the ECOWAS Parliament. In May 2022, Ikhilor acted as Chief of Staff to the Deputy Speaker of the House. In June 2022, he was appointed as a Notary Public by the Supreme Court of Nigeria.
Ikhilor is active in corporate legal practice, business, and social work, serving as Managing Partner at Springfield Legal Consult and as Executive Director of Amana Legacy Foundation. He is married with children.
Meet the New Attorney General of Edo State
Dr. Samson Osagie, the nominee for State Attorney General, is a private legal practitioner who was called to the Nigerian Bar on 22nd March 1995. He is the Vice President of the African Bar Association (West African Region).
Born on 11th November 1967, Dr. Osagie is from Uhunmwode Local Government Area of Edo State. He has served two terms in the Edo State House of Assembly and in the House of Representatives, where he was the Minority Whip. He holds a degree in Law from Obafemi Awolowo University, Ile-Ife, along with a qualifying certificate from the Nigerian Law School. Additionally, he has earned three Master’s degrees in Law, Public Administration, and International Relations, as well as a Doctorate in Political Economy and Development Studies. He has worked as a Legal Adviser, Solicitor, and Consultant to numerous corporations and development partners.
New Health Commissioner
Dr. Cyril Adams Oshiomhole’s education began at St. Anne’s Primary School and Command Secondary School. He later attended Ahmadu Bello University, Zaria, where he obtained a Bachelor’s degree in Medicine and Surgery (MBBS). Oshiomhole pursued further studies at Tulane University School of Public Health and Tropical Medicine in New Orleans, USA, earning a Master of Science in Public Health (MSPH) with a focus on Environmental Health, Toxicology, and Disaster Management. His postgraduate training continued at Harvard University, Boston, in Clinical Research, and at Queen Mary University, London, where he studied Gastroenterology.
